A cover-up is a different problem to a fresh tattoo. You are not working on blank skin — you are working around ink that is already there and will show through anything lighter placed over it. The new design has to be built specifically to defeat the old one, which is why a cover-up cannot be designed before the existing piece has been seen.
The honest constraints are these. A cover-up generally needs to be larger than the original, and darker in the areas that sit over the heaviest existing ink. Dense black or heavily saturated older work restricts what can go on top of it. Colour underneath narrows the palette available above. None of that makes a cover-up impossible, but it does shape the design, and anyone promising otherwise before seeing photos is guessing.
Some pieces are better served by a few sessions of laser lightening before any new work starts. That is not a sales-friendly answer, but it is often the one that produces a tattoo you are still happy with in ten years, and you will get it if it applies to yours.
